Abstract

"Many changes in students' performance and behavior stem from the emotional and behavioral problems that they may experience following such traumas as witnessing violence, undergoing assault or abuse, living through natural disasters, or experiencing acts of terrorism. This paper groups the programs to help support the long-term recovery of traumatized students according to the kinds of trauma they address, and describes how to select students for a program. Finally, it gives a one-page summation of each program selected. This summation describes the objective, intended population, and format of the program and provides details on implementation, personnel training and materials, and contact information."--From source other than the Library of Congress.

Abstract

A comprehensive study of the post-deployment health-related needs associated with post-traumatic stress disorder, major depression, and traumatic brain injury among servicemembers returning from Operations Enduring Freedom and Iraqi Freedom, the health care system in place to meet those needs, gaps in the care system, and the costs associated with these conditions and with providing quality health care to all those in need.

Abstract

In response to the high and stable rates of perceived retaliation against military sexual assault victims, in 2014, Secretary of Defense Chuck Hagel announced new procedures that would better prepare commanders, junior officers, and supervisors to "reduce the potential for retaliation." This resolve was echoed by the U.S. Congress, which included in the National Defense Authorization Act for fiscal year 2016 a directive to create a comprehensive strategy to prevent retaliation. The resultant DoD Retaliation Prevention and Response Strategy includes the goal of "creating a culture intolerant of retaliation" and plans to "hold supervisors and leaders appropriately accountable for preventing, detecting, and addressing retaliatory behavior." To guide this effort, it may be helpful to better understand the situations in which retaliation against military sexual assault victims is most likely to occur. Although fear of retaliation is often identified as a barrier to reporting sexual assault, little is known about the predictors of retaliation when it does occur. This research documents the characteristics of sexual assault incidents, victims, and perpetrators that increase risk for perceived retaliation against service women who have been sexually assaulted. Because telling others about the sexual assault increases the number of people who know about the assault and thus may retaliate against the victim, the authors also explored the relationship between disclosure choices and retaliation and subsequently controlled for disclosure choices when identifying risk factors for retaliation.

Abstract

Women serving in the U.S. military are more likely to report mental health problems than men, including symptoms of depression and posttraumatic stress disorder (PTSD). Women also experience much higher rates of sexual harassment, gender discrimination, and sexual assault than men. This report examines how unwanted gender-based experiences among military service members relate to differences in health. The authors find that, once experiences of gender discrimination, sexual harassment, and sexual assault are accounted for, gender differences in health are largely attenuated. That is, the vulnerability to physical and mental health problems among female service members appears to be highly correlated with these unwanted gender-based experiences. The results highlight the possible health benefits of improved prevention of gender discrimination, sexual harassment, and sexual assault, and they indicate the need to address the mental and physical health of service members exposed to these types of experiences.

Abstract

Military OneSource operates a call center for military personnel and their family members, as well as those who have recently left the military. The goals of the center, which is directed by Military Community and Family Policy (MC&FP), are to directly provide resources for families and to provide referrals to a variety of support and health services. In this report, the authors describe their evaluation of Military OneSource call quality, call outcomes, and caller satisfaction within select groups of callers: junior enlisted personnel and their family members, those seeking relationship counseling, and transitioning service members (retired or honorably discharged). Their evaluation consists of two separate studies: Study 1 involved reviewing and rating audio recordings of calls for quality, outcomes, and satisfaction. Study 2 consisted of telephone interviews with a separate sample of callers in which the callers were asked directly about their experiences in communicating with the Military OneSource triage consultants who handle the calls; whether and how they were referred to resources; and, if so, their satisfaction with those resources. Overall, the Military OneSource calls were rated of high quality with regard to communication style, and they were successful in referring callers to appropriate resources. Similarly, most interviewees expressed satisfaction with their experience in communicating with Military OneSource triage consultants and reported that they were referred to resources and services that met their needs. These interviewees offered limited suggestions for changes to the referral process.

Abstract

Behavioral health disparities, in which socially disadvantaged groups—such as racial/ethnic minorities, women, and sexual-orientation minorities—experience greater risk for certain mental health and substance use problems, are well documented in the general population. Less is known about whether similar behavioral health disparities exist among military service members. The U.S. Department of Defense (DoD) desires to understand whether the behavioral health disparities seen in the civilian population also exist in the military, as this knowledge is important to helping DoD target its efforts to address the needs of service members and improve force readiness. To investigate this issue, the authors examined (1) whether minority-group service members are more likely to experience mental health and substance use problems relative to their majority counterparts in the military and (2) whether minority–majority group differences in behavioral health in the military are similar to or different from those in the civilian population. The authors used data from the 2015 Health Related Behaviors Survey, the 2015 National Survey on Drug Use and Health, the 2015 and 2016 Behavioral Risk Factor Surveillance System, and the 2015 National Health and Nutrition Examination Survey. Behavioral health outcomes include mental health (e.g., depression, suicide behaviors, posttraumatic stress disorder) and substance use (e.g., problematic alcohol use, tobacco use) conditions.
